Q: How much help from non-team members can we get for the CB?

A: It depends on what aspect(s). Anything that will not directly be judged (examples: instrumentals, team logos) can have non-members helping, as long as they receive proper credit. If it is something that will be judged (examples: character sprites, tuning), then it must be done by team members, even if it is being commissioned.
